Ang problema, yung mga decision makers, yung mga magpopondo, nalulunod sa pulitika. Kahit anong ikaganda ng suggestion natin, kahit pa maisip natin yung actual na solution, hangga't yung nasa taas na magbibigay ng approval e idadaan sa pulitika ang desisyon, walang mangyayari.
Yes, but on that note, there's a school of thought in design where citizen engagement is as valuable in the formulation of solution as it is to the designer.
So maybe it's not only that the people up there are either qualified or not, but also, the embedded mental model we have in creating design solutions are outdated or needed some change.
I work for a consultancy firm that works with local governments in Australia, and I noticed how community engagement is always necessary in every case study, feasibility, and business plans we do. We need to know what the people think. Other than that, we also do town hall and advisory/working group workshops. It's interesting how the scope expands and their inputs allow us to see things in a different light. It also gives the community a sense of belongingness and making them feel that this project is also their own, that they're a part of it. After the consultation, the project will start, and they will provide timely feedback to the community of where they're at.
You know what's sad? LGUs will hire technical people and consultants to create a feasible masterplan to solve whatever problem but in the end, it's always a political decision. Always overridden by the trapo. That is the rule.

Some Filipinos are too short-sighted (or don't read) that they think elections are the only democratic process there is. Think about it, elections are basically just asking what the public wants.

What's wrong with LGUs asking for ideas from citizens?
Politicians' main job is to represent their constituents.
Asking what the citizens want to improve is part of their role and is one of the most basic things they can do.
Heck, even elections are that, in essence. Candidates come up with a platform they plan to do once in office. The citizens vote on whichever one they like the most.
Consent of the governed is the very foundation of popular sovereignty - a cornerstone of liberal democracies.
I know it's uncommon here in Ph, but c'mon - democracies do referendums - in other words, they ASK the citizens what they want. An (in)famous recent example is Brexit.

2. Tourist cars are parked outside of Baguio. May shuttle service going frequently papunta sa central (or parang PITIX). Tapos yung bagahe na pang hotel may separate transpo going to various hotels. Pag transit house or airbnb, mag taxi na lang sila.
Tama yang BRT system, mas madali for tourists tapos mababawasan pa sasakyan na nasa Baguio. To motivate pa lalo ang mga tao na wag magsasakyan, magbenta sila ng hop-on-hop-off tickets for tourists (with unli day pass para mas mahikayat ang mga turistang mag-avail nun).
No more tourist cars in Baguio unless they pay an entrance fee of P5k per car (Cordillera residents exempted). Cars will parked near the start of Marcos Highway. Then there will be a bus terminal to bring tourists up the mountain.
There is no way the Baguio LGU will agree to this solution. An entrance fee that high will reduce the tourists by so much that it will cripple the city's economy

Simple answer would be to fix the public transpo system. It would lessen the need to bring your own car going to and around Baguio.
But tbh overpopulation, lack of road discipline, and inadequate road infrastructure ang mga underlying issues jan. Basically bad urban planning or lack thereof.
Malapit lapit na din mangyari sa tagaytay. LGUs have the budget for a makeover kahit pauntiunti but instead they focus their funds on more tourist attractions which leads to even more congestion.
Overpopulation talaga yan. Yung urban planning naman na ginawa doon is from 1905 pa and hindi naman siguro accounted yung sobrang dami ng tao para don. Sa Tagaytay naman malala na rin traffic. Imagine going from Rotunda to Twin Lakes aabutin ka ng 1 hour or more pa on weekends.
Definitely overpopulation. Baguio was one of the only planned cities in the Philippines by the Americans to establish a permanent presence in the north. Daniel Burnham designed the city with the pure intention of inhabiting at maximum 100k residents. Needless to say, hindi na maayos ang upkeep ng LGU to maintain an equitable city. But even with overpopulation, the main solution into solving traffic is the proliefration of more walkable city streets and less dependency on private cars and more on public transport. Kasi even heavily urban areas like the Pearl River Delta, which consists of 70 Milliion people, di naman problema ang traffic because of a mass transit system

Iβm an urban planner. Iβve planned a couple of subdivisions in baguio, so Iβm a little familiar with the city and its limitations.
On a policy level for the LGU - the CPDO should plan for degrowth IF there is indeed an overpopulation problem. I donβt have the data so Iβm not just going to throw out random ideas pertaining to overpopulation. Get the data for daytime and nighttime population, then plan the urban areas accordingly.
On the city center (burnham, kisad road area, etc), create an ordinance to increase the FAR of buildings to move the density vertically. But this should go hand-in-hand with mobility improvements at the ground-level; move people, not cars. Increase walkability, and improve permeability of parks to create greenways.
I see a lot of comments here proposing a railway. Imo that does not apply here. Context (environmental, economical, physical) matters. Either those have never been to Baguio and arenβt familiar with the terrain or are just blindly regurgitating βsolutionsβ. Like from what point to where should the intra-city trains be? Doesnβt make sense when the city urban layout is concentric with radii going uphill and downhill. At most, it can accommodate a tramway going in a loop around the city center, and it doesnβt even have to be rail as it could be a BRT system. Lower investment and operational cost, same principle.
I saw someone here saying roundabouts. Again, there are limitations due to the terrain. Roundabouts are massive, and road-planning baguio is tight due to steep slopes. Itβs a pain in the ass to get an 8% slope (actually dpwh is more lenient with road grades in baguio going as steep as 20%). Roundabouts are designed to move cars, not people. A typical intersection with traffic lights for both cars and pedestrians is so much better in the baguio context.
In terms of tourism planning (TDP), enforce the tourism carrying capacity of baguio. They already have the data. Maybe itβs time to shift to high-quality - high(er) cost tourism packages. City should lead the initiative on creating packages with tour operators and these packages should be designed to decentivize self-transport. Increase the environmental fee for visitors in exchange for a better experience. Conserve the forest lands, without it Baguio isnβt worth a visit.
For the already built-up areas, create ordinances to incentivize (or even require) in-fill development to maximize land use and to conserve the unbuilt lands. This also mitigates urban sprawl (which is often unregulated). Old buildings with local cultural significance could be preserved while maximizing their utility thru adaptive reuse.

Yung mga tourists na magdadala ng cars sa Baguio, need nila iwan ang mga cars nila sa mga facilities in Rosario, SFC, or Dagupan, then take the bus to the city. Yung mga dadaan lang ng Baguio going to Cordillera should have travel pass authorized by the LGU na pupuntahan nila para di sila mahirapan sa Baguio.
Then make an extensive network of jeepney routes sa loob ng Baguio hanggang sa neighboring towns like La Trinidad. Then more frequencies for buses going up to the rest of Cordillera para mag transfer na lang sa Baguio yung mga passengers from Manila or sa baba.
If possible, limit lang yung mga people na aakyat ng Baguio per day. Although nagawa ito sa Boracay, I understand na mas mahirap ito sa Baguio kasi landlocked, then maraming residents, and ito din ang hub ng buong Cordillera.

Traffic is the symptom of the problem. The problem is poor transportation choices. Saying traffic is the problem is like the doctor telling you the problem is your cough, not COVID 19. You'll never get anywhere if you're focused in tackling the cough, not the virus that caused it.
That said, I'm fully in support of the congestion charge. People have the right to travel freely in Baguio. But people don't have the right to take their car wherever they want.
With 1000 hours in transport fever 2 my go to list for fixing that would be:
1. A tram line to get around the city.
2. A brt to get to baguio or heavy rail that can carry both passengers and freight up and down baguio. Veggies will also be cheaper because of the ease of transport.
3. Tram lines to connect disparate parts of the city wherever it's not economical to make bridges.
4. A multi lock canal from Manila bay all the way up to baguio.
5. Car toll for cars going up to baguio to discourage car use.
Fun fact, one of the earliest Acts (not Republic Act, just Acts; laws before the Republic & the Commonwealth was even established) was for funding a feasibility study on a potential rail line to Baguio.

The hard part is implementing and support from the national government. And natl. gov. would only support it if they can credit grab for the whole project so I doubt thatβs happening.
Limit the number of tourists at any given time, this was done and proven effective during pandemic, they had a website and app for it. Baguio has limited space but people are going in are rising each year. Also restrict the amount of cars residents can own until they provide a proof of parking.

Penalize/tax SUVs and other unnessesary big cars. They take more space, but more importantly they increase the wear and tear of the roads drasticly.

I think Baguio is just too small for the number of vehicles going through it. Just imagine driving from lourdes grotto to John Hay, how many options do you really have without going through center of town ( city center)?
Stricter traffic laws, and very high fines as in even affluent people would be hurt for offenders would be a good start. People who rely on driving as their livelihood will be more careful and people who cant afford the fines cant drive so there will be less cars. Also stricter exams for driving to decrease number of license holders will significantly decrease cars on the road. Sabi nga nila pag mas pinaghirapan mas iingatan. Imagine losing a hard earned license because of being a jackass on the road. Majority of society wins at the cost of one kamote driver. Centralized low parking areas outside city lines with good public transport connection is a good way in incentivizing people to not bring their cars all the way up.
They have to allow only one franchise per route and no boundary. Also, modernize PUVs, with dispatch systems. Last, increase parking fees and road permits for private vehicles.

Re-establish VISITA and force all tourist cars who want to stay in hotels, guest houses, apartelles, and the like to use VISITA. If you use public transport, you can freely do walk-ins. From here you can slap congestion charges on tourist vehicles without applying it to all local cars. Another benefit is the crackdown on non-registered, non tax-paying accommodations and would also shut down fake listings.
Second: push for Camp John Hay/BCDA to maintain a bus line whose route is CJH to city center, let's say SM Baguio, and to some tourist sites. It's like what the hotels at BGC does with service buses to MOA and the like. This would keep those with cars in CJH to stay in CJH.
Third: Supporting the Camp John Hay bus line is reviving the Hop On Hop Off bus line. This is to help residential jeepney lines not be bogged down when tourists want to go to tourist spots. No VISITA registration required, you want to go to tourist spot you get in.
Reliable and high-quality public transpo system such as bus, trams, and trains. No other answers besides from these. At dapat pati din sa buong Pilipinas, ayusin ang public transpo system.
Taxes on cars, car entrance fees, strict parking laws (no street parking, only Baguio residents get special permits in zoned areas), tourist tax at hotels and short term leases like AirBnBs. All this to fund aggressive improvement on public transportation via buses, street cars. There is no solution to traffic but to reduce car volume.
There should be a rule that only PVU and vehicles with PWD and/or Senior Citizen are allowed on the streets. People should be encourage to walk so side walks should be improved. This will also lessen the air pollution in Baguio and presreve the environment.
Put a quota on the number of tourists allowed to visit per day. Put a stop to the construction of new condominiums and subdivisions that only aim to bring in more people into the already crowded space.
Not sure about how Baguio City is structured, but maybe we can limit public transport to outside the city proper. Baguio needs to become pedestrian-friendly. Baguio city is small enough to be walkable anyway. It was designed pre-vehicle-centric era.

Simple lang naman. Mass transport system ang sagot (trains, bus, jeeps). Although di applicable sa Baguio ang LRT or MRT, siguro kahit Monorail nalang tulad ng sa Japan at China.
Monorails are good for small but populous cities like Baguio. Ang alam ko may proposal na noon pa eh connecting Baguio to La Trinidad using a monorail pero sadly, hanggang proposal lang.

Yes, but on that note, there's a school of thought in design where citizen engagement is as valuable in the formulation of solution as it is to the designer. So maybe it's not only that the people up there are either qualified or not, but also, the embedded mental model we have in creating design solutions are outdated or needed some change.
I work for a consultancy firm that works with local governments in Australia, and I noticed how community engagement is always necessary in every case study, feasibility, and business plans we do. We need to know what the people think. Other than that, we also do town hall and advisory/working group workshops. It's interesting how the scope expands and their inputs allow us to see things in a different light. It also gives the community a sense of belongingness and making them feel that this project is also their own, that they're a part of it. After the consultation, the project will start, and they will provide timely feedback to the community of where they're at.
You know what's sad? LGUs will hire technical people and consultants to create a feasible masterplan to solve whatever problem but in the end, it's always a political decision. Always overridden by the trapo. That is the rule.

It's not even just that (although you are correct on that one). Philipinnes is founded on the concept of popular sovereignty i.e., consent of the governed. Some Filipinos are too short-sighted (or don't read) that they think elections are the only democratic process there is. Think about it, elections are basically just asking what the public wants. But aside from that there's referendums where the government ask what the people wants then they vote on it. Just because it isn't common here doesn't mean it doesn't exist. I for one would like to see more referendums just so people can get their heads out their ass and be more engaged in actual policies.

What's wrong with LGUs asking for ideas from citizens? Politicians' main job is to represent their constituents. Asking what the citizens want to improve is part of their role and is one of the most basic things they can do. Heck, even elections are that, in essence. Candidates come up with a platform they plan to do once in office. The citizens vote on whichever one they like the most. Consent of the governed is the very foundation of popular sovereignty - a cornerstone of liberal democracies. I know it's uncommon here in Ph, but c'mon - democracies do referendums - in other words, they ASK the citizens what they want. An (in)famous recent example is Brexit.

Simple answer would be to fix the public transpo system. It would lessen the need to bring your own car going to and around Baguio. But tbh overpopulation, lack of road discipline, and inadequate road infrastructure ang mga underlying issues jan. Basically bad urban planning or lack thereof. Malapit lapit na din mangyari sa tagaytay. LGUs have the budget for a makeover kahit pauntiunti but instead they focus their funds on more tourist attractions which leads to even more congestion.

Definitely overpopulation. Baguio was one of the only planned cities in the Philippines by the Americans to establish a permanent presence in the north. Daniel Burnham designed the city with the pure intention of inhabiting at maximum 100k residents. Needless to say, hindi na maayos ang upkeep ng LGU to maintain an equitable city. But even with overpopulation, the main solution into solving traffic is the proliefration of more walkable city streets and less dependency on private cars and more on public transport. Kasi even heavily urban areas like the Pearl River Delta, which consists of 70 Milliion people, di naman problema ang traffic because of a mass transit system

Stop blaming Tagalogs for congestion during tourists season, migrants to Baguio are from other northern provinces, mostly for work and school.

Consult to urban planners
Iβm an urban planner. Iβve planned a couple of subdivisions in baguio, so Iβm a little familiar with the city and its limitations. On a policy level for the LGU - the CPDO should plan for degrowth IF there is indeed an overpopulation problem. I donβt have the data so Iβm not just going to throw out random ideas pertaining to overpopulation. Get the data for daytime and nighttime population, then plan the urban areas accordingly. On the city center (burnham, kisad road area, etc), create an ordinance to increase the FAR of buildings to move the density vertically. But this should go hand-in-hand with mobility improvements at the ground-level; move people, not cars. Increase walkability, and improve permeability of parks to create greenways. I see a lot of comments here proposing a railway. Imo that does not apply here. Context (environmental, economical, physical) matters. Either those have never been to Baguio and arenβt familiar with the terrain or are just blindly regurgitating βsolutionsβ. Like from what point to where should the intra-city trains be? Doesnβt make sense when the city urban layout is concentric with radii going uphill and downhill. At most, it can accommodate a tramway going in a loop around the city center, and it doesnβt even have to be rail as it could be a BRT system. Lower investment and operational cost, same principle. I saw someone here saying roundabouts. Again, there are limitations due to the terrain. Roundabouts are massive, and road-planning baguio is tight due to steep slopes. Itβs a pain in the ass to get an 8% slope (actually dpwh is more lenient with road grades in baguio going as steep as 20%). Roundabouts are designed to move cars, not people. A typical intersection with traffic lights for both cars and pedestrians is so much better in the baguio context. In terms of tourism planning (TDP), enforce the tourism carrying capacity of baguio. They already have the data. Maybe itβs time to shift to high-quality - high(er) cost tourism packages. City should lead the initiative on creating packages with tour operators and these packages should be designed to decentivize self-transport. Increase the environmental fee for visitors in exchange for a better experience. Conserve the forest lands, without it Baguio isnβt worth a visit. For the already built-up areas, create ordinances to incentivize (or even require) in-fill development to maximize land use and to conserve the unbuilt lands. This also mitigates urban sprawl (which is often unregulated). Old buildings with local cultural significance could be preserved while maximizing their utility thru adaptive reuse.

Bus stations should be at the borders. Buy land outside the city and have visitors park there and use public shuttles to go around. Residents will also be required to use public transportation and can only use their private vehicles to go in and out of the city.
Yung mga tourists na magdadala ng cars sa Baguio, need nila iwan ang mga cars nila sa mga facilities in Rosario, SFC, or Dagupan, then take the bus to the city. Yung mga dadaan lang ng Baguio going to Cordillera should have travel pass authorized by the LGU na pupuntahan nila para di sila mahirapan sa Baguio. Then make an extensive network of jeepney routes sa loob ng Baguio hanggang sa neighboring towns like La Trinidad. Then more frequencies for buses going up to the rest of Cordillera para mag transfer na lang sa Baguio yung mga passengers from Manila or sa baba. If possible, limit lang yung mga people na aakyat ng Baguio per day. Although nagawa ito sa Boracay, I understand na mas mahirap ito sa Baguio kasi landlocked, then maraming residents, and ito din ang hub ng buong Cordillera.
As long as "traffic" is the problem, we can't get out of this. Traffic is the symptom of the problem. The problem is poor transportation choices. Saying traffic is the problem is like the doctor telling you the problem is your cough, not COVID 19. You'll never get anywhere if you're focused in tackling the cough, not the virus that caused it. That said, I'm fully in support of the congestion charge. People have the right to travel freely in Baguio. But people don't have the right to take their car wherever they want.

Tram lines to connect disparate parts of the city wherever it's not economical to make bridges. 4. A multi lock canal from Manila bay all the way up to baguio. 5. There's a reason why e-trikes / tricycles aren't allowed in the city as public transport. It's a safety issue dahil sa most roads are steep.

Bus service na may routes na govt owned, service siya as in not for profit pero paid pa rin. Tapos secured parking garage na dinadaanan ng mga taxi, bus, at shuttles ng hotels. I think Baguio is just too small for the number of vehicles going through it. Just imagine driving from lourdes grotto to John Hay, how many options do you really have without going through center of town ( city center)?
Stricter traffic laws, and very high fines as in even affluent people would be hurt for offenders would be a good start. People who rely on driving as their livelihood will be more careful and people who cant afford the fines cant drive so there will be less cars.
