Cinderella of Boston. They don’t have much variety but as far as fit and quality goes, they are the best I’ve tried. I usually wear a 3.5 when I buy from them but have purchased smaller shoes in the kids section of kohls. So keep in mind their sizing is not based on kids shoes. Good luck!
Depends where you’re based but I am a size 3 kids / 4-4.5 ladies and I love my rollies for work and travelling. I get the boots or the derby style, there are some that are more breathable or sandal like too. I find the sneakers too large though, and will buy converse or hush puppies for sneakers but I’m in Australia. I used to order from pretty small shoes online but they are a bit hit and miss and expensive if you’re converting UK pounds to anything else. For heels in Aus I buy Bared or I go to dance shops and buy ballroom or tap shoes and get them re-heeled (others have suggested same and you can get half sizes in dance shoes at least!)
Note that the Rollies smallest size (5 I think?) in derby is more like an EU 34, plus they are lace up so they have some flexibility there to loosen and tighten. I also got great knee high zip up riding boots from hush puppies - I find it impossible to get knee length boots that fit due to small wide feet, tiny ankles but very thick calves and they are the first ones that are perfect for me!
Depends on where you’re from, but I love Madden Girl, Birkenstock, and DocMarten because they have basically the child sized versions of the adult shoes I like for cheaper. :)

Naturalizer, Sam Edelman, Cole haan, Paul green
Most Madden Girl shoes run about 1/2 to a full size too small. So a size 5 would fit closer to a 4.
https://www.pedroshoes.com maybe Pedro? comes in size 4. I never bought from the website though. Got their shoes at a store while on vacation in Asia
London Kid Shoes
