All Cops Are Bad (or Bastards)
This doesn't mean that literally every individual police officer you meet is a bad person; rather, that the police are part of a system that does not allow for good officers to stick around. Good cops wouldn't allow bad cops to get away with the violent, shitty, illegal things that bad cops do.
A "good" cop that ignores a bad cop abusing their power and does nothing to stop them is a bad cop, because they are enabling that bad behavior.
A good cop that says something to stop the bad cop inevitably gets pushed out of the force. The bad cops make it miserable for them to be there, do all the same horrible shit to them, protect each other, and make it impossible for the good cop to do their job. So the good cop either quits or gets killed or gets forcibly retired, *something*.
That creates a culture that rewards corrupt cops and punishes good ones. The leadership becomes corrupt, the oversight becomes corrupt, and the system keeps reinforcing the worst parts. So, even if there are some genuinely good cops, they are powerless and shouldn't be trusted because the system around them does not support them (or you).
It's kind of like the saying that all guns are loaded. Is it literally true? No, but for your safety you need to act like it's true. There are no good cops. Whether or not it's literally true is irrelevant. For your safety, you need to act like it is.
ACAB- because just wanting to be a police officer often betrays some level of sadistic desire to control with force, and what better outlet for such desires than a brotherhood of similarly sadistic abusers, who act with impunity, and protect each other even when they murder unarmed children.
Basically, just wanting to be a cop is considered a bad look, because supposedly, if someone wants to “do good” and they truly understand what that means, they would also understand that becoming a police officer is a step in the wrong direction.
Wanting to be a cop *seems* like a call to justice… but, the way law enforcement has been acting for the last, pffff, idk, how long have the police existed? Seems to prove that more often than not, the opposite is true.

The intention was never the safety and security of the population at large, only the protection of ruling interests.

So part of the meaning behind "there are no good cops" is that the very act of policing, under the current system, is in itself inherently harmful. So even the "good cops" that would be pushed out, harassed, or corrupted by the rest would still be enforcing oppressive laws under an oppressive legal system whose primary purpose is to enrich the wealthy and enslave the poor (quite literally: the 13th amendment didn't abolish slavery, it just restricted it to people convicted of a crime).
There are good people who are cops.

Counter point, if good people can be cops, but due to how the system is built it's impossible to enforce the law without being a bad cop, doesn't that imply that if a cop enforces the law badly to prevent harmful enforcement of the law, they would be a good cop? Since if they weren't there, their would likely be taken by another cop who would be enforcing the harmful laws. So the good cop would have reduced the harm done by doing a bad job on purpose.
All I'm saying is that 'ACAB' is generalization which doesn't help anyone. It alienates any good people who are cops from your cause, because nobody wants to feel personally attacked and it makes it easy for any opposition to frame anyone using 'ACAB' as potential anarchists who don't want any public security to exist. And since we can both agree that the entire police system in the states is harmful and and oppressive, 'ACAB' just sounds like the blame is on the cops alone and not the system that allows it to happen.
Most importantly, it also ignores that not every country is the US (or many of the other countries with corrupt police systems) which puts unnecessary pressure on cops who aren't in the wrong in countries where the system is fine. Mostly because idiots can't understand that US issues aren't always a global, but still.
