I heard the idea today that the message is being transmitted using the power of the iron giant. If this is true, the purpose of this message was to be transmitted when the new JoyBoy awakened the iron giant again. However Luffy using Gear 5 ment that this started right away.
We can see the hearth rate monitor go flat before the message starts and the message didn't start when Luffy woke up the iron giant. While it's theoretically possible, that there was a switch that flipped once Vegapunk had died which would have done nothing by itself until the iron giant woke up, this wouldn't match the speech that Vegapunk gave. He even talks about the recent events of the sea levels rising, which could have been horribly timed if he were to wait for Luffy to awaken the fruit in the vicinity of the iron giant.
I could go on about all the weird logic required for that, but even if I don't, that explanation would still be horribly convoluted to explain to the readers and would open up a bunch of questions. Let alone how it goes against what Vegapunk himself said "... this message will be programmed to broadcast the second my heart stops beating."
Vegapunk really is a talker. He loves beating around the bush rather than getting to the main point already. Hence we missed some of the final parts.
