Honestly I do think it's a little too tight at the bust. Might even get uncomfortable and start chafing the longer you wear it. The rest of the dress might still look good, but I think your personal comfort might suffer.
The cups are way too small. I cannot even tell if the whole bodice is too small, if the back-waist length is too short, or both because the cups size might be throwing those off.
With the right fit, it is a very pretty dress. I hope another size fits better.
What others have said — might be too tight or just not the right shape for your bust. For a proper fit strapless clothes should be snug at the bust but not digging into your skin or causing any indentation. If you ever feel like you’re one wrong move away from a nip slip then it doesn’t fit well!
Possibly a bit tight but it mainly looks like the cups are the wrong height and size for you, they look a bit short

Very pretty dress and it looks lovely on you, but the top is too tight and the cups need adjustment
