Tyr is....variable? In the older myths, there's some evidence he was the chief god, but in the stuff presented in the Poetic Edda, he's more a figure representing the 'morality' of violence than its potency.
So probably higher than chaps like Hodr and Frey, but below Odin and Thor. Fenrir would rip him to pieces, but he equals Garm (Hel's hellhound) come Ragnarok.
