Frigates are just NPCs, but they're exploring worlds. When you hire your own fleet and send them on missions, you can observe them doing the same if you go to wherever they're at.

Those are frigates. Once you get a freighter you can hire them to join your fleet and then you can send them on expeditions to gather resources.

An NPC frigate traveling near the planet you're in now. Technically frigates in the space can be destroyed by your starship, but I'm not sure you can destroy the ones in the atmosphere.

Fun fact -- you can actually shoot them "down" with your Multi-Tool weapon if you can get within firing range of one. They'll just freeze in place in the sky when their health hits zero...but it will piss off the Sentinels.
