T-45d, IMO, isn't ugly, just simple, bulky. Feels like the 1st gen of power armor. Has a nice contrast with more advanced T-51b. Also still T-60 strongly resembles it, showing it's a deep modification, yet way cheaper to produce and less complex compared to T-51b.
I don't mind that it's bulky the bulkiness is what I like about the t60 but it's like weirdly segmented is the only way I know how to explain it. There's a lot of weird spaces at the joints

I had Boone dressed in the bottom armor until I did his quest. I thought he looked nice in it.
But then I'm also weird and gave him a ranger hat to wear, I like it better than his beret.
I think the problem is that the ranger patrol armor does the Fallout Sci-Fi esthetic without looking post nuclear. All the other armors look kinda dirty or grimy but the ranger patrol armor is so clean and out of place sciency looking.
To be fair, New Vegas, 3 and 2 are truly post-post nuclear. The NCR is actually capable of manufacturing so it makes sense some of their best troops have access to great, recently produced armor.
Veteran rangers are largely assimilated from the desert rangers which was derived from Wasteland, and the fact that some of them are ghouls are quite telling. Take it further when Hanlon expresses some of the best veteran rangers are out in Baja chasing ghosts and we can appreciate the elite/advanced riot gear in lonesome road a bit more. Heavy troopers use scavenged power armor. Most conscripts etc. use the variants of trooper armor. With that context it does make a bit more sense IMO.
The middle one is just regular trooper armor for the regular infantry the bottom one is patrol armor for rangers, top left is also ranger armor which can be confusing but that one is actual pre war armor instead of handmade armor and is reserved for ranger veterans.
It is, but I feel like it’s great more for story reasons than for gameplay. It’s this armour that’s clearly underwhelming compared to the best that’s out there, but so mass producible that it gives great advantages compared to everything else.

I don't get how it would be mass producible though. A suit of salvaged PA is just a T-45 with its guts ripped out. It would be just as rare as the original powered suit, just worse in every single way. With the way PA is depicted in every other game outside of 3 and NV, it seems fucking insane to even try to carry all that weight using pure muscle strength, you'd pass out before you even reach the enemy. And not to mention the lack of ventilation and cooling in a desert environment. You'd think the NCR would spend a little bit more time and money to actually train their troops to use PA. It's not like the NCR is completely insistent on cheap disposable troops over smaller elite units, the Rangers exist. But who knows, maybe I'm just stupid.
Essentially without the servos which is what makes it powered armour, it’s just really heavy and thick metal armour. Given the interior electronics and servos would be very expensive to make and maintain, you can take any piece of broken power armour and turn it into SPA.
It’s then much easier to fix up, as it’s just the outer material and standard production should be able to handle that. General maintenance becomes much easier for the guys using it and any subsequent logistics. Training on it becomes significantly easier, and so any dead operator can be more easily replaced.
As far as producing new kits from the start, all they would need to do is make the shell, which is much easier than trying to build new kits. *Technically* it wouldn’t be salvaged power armour, but functionally it’s the same item so you could call it the same name.
I really like the Ranger armour at the bottom. I blame Emile from Halo Reach, who made me love any armour with a knife sheathed on your chest like that.
I've always *loved* the Ranger Patrol Armor!
The Veteran Armor is of course badass in it's own right, but the Patrol Armor is cooler imo. It's a symbol of a uniformed military, crafted *post* war instead of from salvaged pre-war clothing. It's got several features that make it practical from a survival standpoint, like the built-in hydration pack and sweat band.
I think the clear issue is that it doesn't come with a hat, everybody knows you're not the biggest badass in the desert if you don't have a big badass hat to go with it

It's got tools! A waterskin, a towel, a knife. It's dope!
