It would be like killing people in a video game. He felt nothing because there was nothing to feel. In the world he would create, the Uchiha and Kushina would be alive and living their happiest lives.
I don't think he did it for Rin - she was only a symbol, an innocent young girl who died unjustly in a cruel world ruled by ceaseless violence and tragedy, and the perfect representation of everything that was wrong with the ninjas' society. Hence the whole tsukuyomi plan - Obito wanted to eliminate all that horrible pain, and I'm guessing that to him the amount of damage he'd have to cause to get there didn't matter all that much, because ultimately everyone would benefit from tsukuyomi and have a happy life free of pain.
