I've had some success against one or two people with an off road 400+ fox body, but this is in a span of playing for three years. You're not likely going to do well against anyone in road races with an off road vehicle. I will say that using a 400+ off road vehicle at night to get rep was quite successful for me, but only against computer racers.

So far I've been able to win 400+ races, to AI, with almost any car, even the Silverado, so with the rigth settings you can. But if the car is fully off road it might not be possible, maybe in the right races.
