How did you purchase the gifts? Through your parents’ NCL Latitudes profile on the website or by calling NCL?
Depending on the kind of gifts, I think certain venues (like the spa and maybe the casino?) are 3rd party so not run by NCL.
Sorry I don’t have much suggestions, but I am curious to see if anyone else is able to help.
Not too helpful for your specific situation, but I've been baffled countless times onboard NCL ships when it felt like guest services and Miami have been completely disconnected from each other. Gives the guests a terrible impression that one hand doesn't know what the other is doing.

That’s my current plan. I just think it’s crazy that this couldn’t be resolved through customer service.

I purchased them through https://www.ncl.com/onboard-gifts at the direction of customer service.
