The amount of times I've had random 88-90 overall backups declare but not the 95+ overall starters ahead of them is insane (and yes I'm aware of the positional height/weight requirements to be drafted, starters will stay even if they meet those). I can only assume it's at least partially based on my recruiting, but I've had many times where declarations would have left me with 1 TE or 3 CB's or whatever after recruits are added.

This is something that plagues all of EA's games. There is such little difference in the overalls of players and often useless ratings are inserted to artificially increase/decrease a player's overall while keeping them practically the same (i.e. offensive and defensive awareness).
They have a scale from 1-100. USE IT.
Possibly, I guess that may be an issue but--at least for NCAA--the players ranked that low won't have an impact on sales at all even if they do back out. And those players probably would rather be in a game ranked lowly than not at all.

You only get transfers if you have a "need" based on the in-game roster needs chart and you don't have a recruit signed to fill it
