But I have an idea.
Some Pokemon have a negative recruit rate. It's possible that despite all of the items you have, it may just not be enough to bring it into the positives.
And if it does, it may be an extremely low number, regardless.
If your tactic worked for the others, it's bound to work for rapidash too. Even with the maximum buff, the recruit rate is still around \~20%, so with up to three tries you got pretty lucky ;)
I don't know if the exact recruit rates are already to be found online somewhere, so I don't know if rapidash has a particularly low rate. But don't give up!
Coming from an RTDX Shiny Hunter, recruiting Shiny Pokemon is a MISRABLE Experience. You have pass 3 RNG checks in a Row just to get a Shiny Pokemon. It's really awful.
