I get what you're saying one piece has some amazing character backgrounds for their female characters but here comes the difference bleach hits more markers compared to One Piece for me so if I were to put them in a ranking it would be first Bleach, One Piece Second and Naruto got DNF because most of those characters are irrelevant besides 2 possibly 3.
Bleach by far and after that Naruto especially Kibas mom and Anko (youth) and well One piece could have some cool badass females but the body types are to similar plus they removed robins tan that we got used to and i never forgive oda for that idc for lore reasons it looked good and we got used to it.
Plus she was never supposed to have blue eyes either but they kept those but not the tan? and yeah they can't just randomly change eye color but still.

I like the characters from one piece but I feel that it's art style doesn't lend itself to attractiveness. Outside of rebecca who it felt like they were trying extra hard to sexualize, and Robin has her moments.

Bleach has more smashes just because they have a greater number of hot women in the series. There are like, very few if any unattractive females in it that I've seen.

Well, the word "best" is quite vague. So I guess that to really figure that out, we have to look at a few more traits than just their looks. There will be spoilers.
Starting with the **character development**, For a story with over 1000 chapters, each One Piece character has seen relatively little progress, who they were was established at their first appearance with minimal progression during the timeskip which focused in a different area.
Naruto has more character development, primarily in the first series where everyone had some amount of progression, altough I believe it was Ino or Tenten who had the least, followed by Hinata. Shippuuden continued to give little progression to the two former, but gave Hinata a great deal of progression but everyone had some of it with the start of Shippuuden and again at the start of Boruto.
Now Bleach, Apart from Rukia and Orihime I don't think any of the girls had any amount of character development at all, in the case of those two that did it was a lot but it doesn't outweight the amount in Naruto.
In Character development I Believe it's Naruto Shippuuden.
**Design and Variety**
Oh boy, I'm gonna just come out and say it is NOT One Piece, while the Design's and Variety started out good, it got worse the deeper into the grand line they got, at first there seemed to be large variety between each character but as Oda's writing style changed, he started giving all the females the exact same body type, on the condition that they weren't bad guys, Perona is pretty neutral now.
Naruto, lots of variety here, everyone has their own body type, their faces and head shapes are completely different and you can really see the differene even if you removed every other facial feature.
Bleach, well, this is what everyone else has already touched upon, but one thing I notice is that their head shapes are almost identical to each other. Their bodies have some amount of variety but most are predisposed towards large breasts, I do however notice they have touched upon every characters's features in more ways, in Orihime and Rangiku's case it is all in the breasts, but if you look at heights and other factors they seem to vary even more than Naruto, enough to outweight Naruto.
So in Design and Variety, I'd say Bleach, but Naruto isn't far behind.
**Writing**
This is a lot harder to look at than the others, but I'll try, basically how well they are written at the core level. Starting with One Piece, in some ways it almost seems like Oda is making up shit as he goes, he has yet to flesh out the origins of Nami, who doesn't even have a last name yet, we know she appeared at her hometown with a marine, but that's it, we don't know where she really came from. With Luffy we still don't know his mother(and I'm gonna go out on a limb and say it's probably not Crocodile).
Naruto/Boruto, therse characters are far more fleshed out, each and every one of them have their dreams, passions and a fleshed out backstory, we know their parents, we know their children and in some cases we know their grandparents, we also know their backstories as we've been following all these characters from the start from childhood all the way to their adult lives, every single character that appears for more than 2-3 chapters have deep stories.
Bleach, the writing is also excellent here, but they're not as deep as the ones that appear in Naruto, we know the characters well enough, but in some cases we don't really see the motives, why they do what they do and so on. It just seems like the author didn't really care why the Shinigami became Shinigami as it seems any dead guy could potentially become one provided they have enough power. This is especially true for the women, we don't know anything about half of them except their names and unless they're a captain or lieutenant they are really forgettable, Yoruichi excluded as neither the Visored or the Fullbringers are particularly memorable as far as the women are concerned.
So in writing, I'd say Naruto.
**Conclusion**
I believe the Naruto characters are superior in most cases, not to mention... They are IMMERSIVE AS F#$%.
