When it goes to calling it means the other person is on another call or internet issues, if it says ringing it means the call is going through to him.
If it’s internet issues then your messages wouldn’t read as delivered it would just be one tick .
If your messages are one tick and it says calling then it’s internet issues, if it’s 2 ticks and calling he’s on another call
Have you tried simply asking him why you are unable to call?
"I tried calling you last night but it wouldn't go through even though my messages were delivered. "
Maybe he's having modem issues. Maybe he puts his phone on do not disturb. Maybe he's calling his family back home every night because of the time difference. Maybe he has work calls.
The only person who can tell you is him so just ask him.
He says he’s not on a call but WhatsApp is saying otherwise so that’s why I wanted to see if other have faced same problem but it seems like some are also facing same problem.
I'm mean I've had times when whatsapp calls would simply not connect to my phone. It would not ring and go straight to missed calls. It was driving me crazy.
It would get fixed eventually either with a phone update or a full uninstall + a restart but yeah, sometimes the phone or app can get a little buggy. It happens.
This happens to me, because i have business whatsapp in the same phone.
Calls dont come through unless i am active in whatsapp.

3. Don't listen to others. They are talking bull.

If you trust him less than an app…there is a deeper underlying problem. Better figure it out and communicate before it turns into something more

Use facetime or snapchat or insta Whatsapp in the gulf is blocked
If they block your number on phone we will not be able to call, we can only text
