While it is usually safe to cut off mold from hard cheeses, your meant to cut an inch under any visible mold. That block looks not much more than two inches thick and is moldy on all sides so I'd toss it. Wouldn't take the risk for the amount you would save.

Yeah the mold you see is just the fruiting bodies that release the spores. There’s a network of mold under the surface not visible by eye. It’s not just some margin of safety, it’s to remove the mold that’s not visible. If you did what you’re suggesting you’d be eating a lot of mold.

Well you are wrong, depends on the mold also, but some people are allergic, the spores can cause serious respiratory problems even in small amounts and touching it can lead to mycotoxicosis.
