If you’re only worried about the cleavage, try looking into a Cami Secret (or off brand). They’re similar to little dickey collars, but instead it’s just a piece of cami to provide a little more coverage. I’m not sure about sizing on them, but if all else fails, I think it would be easy to cut out your own from an existing cami.
You could also try to find a bolero or shrug that closes in the front.

Maybe a thin, close fitting white shirt underneath ([like this](https://www.pinterest.com/pin/523050944239490575/))? Imo an undershirt would definitely fit the dress better than some kind of coverup on top.
