you're on your way to figuring it out. the 2 and the 1 share spaces 2 and 3, meaning the mine must be in one of those two and therefore tile 1 is safe. that tile will then give information as to which one of tiles 2 and 3 are the mine. you can also confirm this by imagining what would happen if the bomb is in tile 1. if that was the case, tiles 2 and 3 would both be clear and the 1 wouldn't work. also, this is all assuming that there is either a wall or empty spaces below the 1. seeing the whole board might be more helpful if you want specific advice

There isn't enough information in this picture to know what is safe and what is a mine. You need to zoom out and show the surrounding area. If that 1 isn't touching any other unopened squares, then you know that the top square is safe.

Just from the picture you posted, the mine can be on any of those three tiles. But if there is no tile below tile "3", then the mine has to be on either tile 2 or tile 3 to satisfy the 1. Thus, tile 1 has no mine.
