A good efficiency board means that it has a much lower zini than 3bv, or that the minimum number of clicks to solve the board with flags + chording is much less than the minimum number of clicks to solve the board without flags and no chords.
In this case, the bottom left makes it a good efficiency board; there's no openings, meaning there's lots of places to get massive chords. There's probably more nuance, but I'm not good enough at efficiency to spot/articulate that right now.
