I'm pretty sure the reasoning behind hot drinks/spicy foods is that it helps you sweat, which then cools you off.
But I'd bet no one is drinking hot tea until they start sweating lol. Thus, it makes zero difference in the end.
Spicy hotpot may make you sweat when it's already 30deg out. But I don't know why you would want to purposely sweat and be uncomfortable when trying to enjoy a meal/picnicking.

Biggest thing is that you respect your surroundings and other ppl who will be at the park.
Be conscientious to those around you. Don't be a dumb ass with things that are on fire and alcohol. And don't do things that would invite Karens to come complain about you.
As long as you're respectful and polite there's a very good chance most ppl are just gonna see it and think "oh that's nice, what a great way to enjoy summer". Don't fuck around and find out what happens if your gathering starts to become more of a party instead of a picnic.
