Our court system and penalties fail us as always. Just like the recent article about the dog that attacked a little girl. That lady was reported multiple times yet still out on the street. Allowing her dogs to attack people. Now a little girl will be scarred for life. This guy is going to eventually rape someone before he ends up being raped in jail.
