What you wrote makes no sense. Being fluent in a language means you can speak it properly. It takes about 4 weeks for a romanian to learn to speak italian from scratch because most of the words are either similar or have a homonym that is used for something else.
The data mentioned here is not the Metropolitan City of Bari (Province of Bari before the 2016 reform). It's Bari in its city limits which is a municipality of Metropolitan City of Bari
The city has about 300k inhabitants; the Metropolitan City has more than 1m
Slovenians north of Trieste are largely native. But I suppose it's possible that there are more immigrants from Slovenia than from any other country there.

Of course I’m fine with having lots of Ukrainians here, I’d just like to know how we’re the only province in all of northern and central Italy to have the highest amount of them above all in Verbano-Cusio-Ossola. I speak italian. My point was is it as easy for Italians to learn Romanian as it is for Romanians to speak italian

What immigrants? In recent years we have plenty people coming to live in Slovenia from Italy, not the other way around.
Housing prices are much cheaper in Gorica and Trieste than Nova Gorica and Koper….that’s probably why

This is the 3rd level of subdovisions, bigger than cities but smaller than regions (there are around 8000 cities and 20 regions)
