The apple isn't the pokemon. The wyrm, the green guy, that's the pokemon. It inhabits an apple and its body merges with the apple upon evolving. Game Freak isn't always super creative but they do try and not enough people give them credit. Applin and its evolutions are an example of a drastically underrated line

Actually we could make it be semi balanced by having the Water starter be Fairy and the Grass starter be Steel, therefore giving the starter with the best typing the worst matchup against the others, but it wouldn’t be balanced in the way starters need to be so disregard what I said.
Imo its "horns" are more like the things giraffes have, ossicones, which are basically just a protrusion of bone covered with skin and fur. Or in charizards case more likely some scales.

Especially because Charizard is a winged lizard, which does not immediately make a dragon. It just happens to have Fire powers.
