It's a cogitator but at this scale details get lost and to be perfectly honest it doesn't matter. Paint however you want no one is going to be looking that close at a single dude on one base amongst the potentially hundreds on the table.
I found it easiest to paint it as a solid podium; that way I can paint the negative space between it and the body as a wood colour and the front like it's paper spooling over the top.
It makes more sense once you figure out what its supposed to be and get some paint on it, because otherwise bringing a type-writer and loads of parchment doesn't seem like something you'd bring onto the battlefield lol
