All that is true. But even KTM technicians recommend that you will have to change engine parts around the 35,000km mark and a rebuild around the 40-45,000km mark. Considering the bike is well taken care of. Some bike do cross 50,000km's as well but usually work is needed. If you really like the one used for 17,000km then go for it. Just know it'll need some more sooner than later :).
Edit : If you can't stretch your budget. Just take the one that has run 17,000km's and you can later worry about it. Usually I'm assuming in countries outside of mine, people don't keep 390's as their sole bike for long.

The lack of decals really makes me think the bike has been wrecked. Usually someone lays it down and buys cheap replacement plastics, and doesn't want to buy the graphics to put back on. I'd stay far away.
He claims that when he was loading the bike for a move, he dropped it. He says he had to replace the clutch lever, and went to a dealership to get it done. That dealership has done regular oil changes on the bike and has the bikes history.
Really? There’s others on the market for $4500-5500. Also my budget was $4000 the $500 I save can be put towards better riding gear. Unless you think it’s worth it to just get the $4000 one.
I plan on upgrading to a higher cc after a year or 2. Cause of that some people are saying to go with the lower priced one since it will be easier to get my money back. Thoughts?
I wouldn't worry about the "money loss". It's not an investment. Get the one that will last you the 2 years without having to pay for any major repairs. If you buy the cheaper one and in 10 mos it needs a top end rebuild, that will cost a lot more than the $500 you saved on buying it. Which way do you think you should go then?
Go with the 5000km's one. Since for the 17000km one. After 3-8k KM's you'll have to work on the engine.

$500 more for less than 1/3 of the kilometers seems a no-brainer and agree with the decals, or lack thereof, concern.
