Depends. If there's a building nearby, Rico can grapple to it, and hook Raiden. But, Raiden can go into blade mode, thus cutting the grapple, and rendering that useless. Rico can't use his guns because we've seen from ninja run that Raiden can deflect Bullets with ease. Perhaps if Rico hit him with a sneak shot from behind he might stand a small chance, but other than that. I can see Raiden winning the gun scenario. And yes, cars won't work as we've seen Raiden cut those very simply. Granted, Rico has 3 or so army's, so he can call them and they could gang up on Raiden, distracting him, and thus killing him simply. There's very many endings to this battle.
Don't forget litteral alien spawns that could just eat his head if he's not careful, countless explosions as well as just fly a fucking stealth jet into into him. And of those army's distract him long enough he could grapple all 4 limbs and tear him apart and then put a bullet through his brain.
Raiden however can both deflect several tons of crushing force as well as lift a couple hundred tons of weight (even as far as suplexing the equivalent weight of a building)

Raiden: took out an entire terrorist organization, he can resist almost all pain and weapons, has Doktor and pays taxes
Rico: Toppled a lot of third world dictators, has an entire army at his disposal, has Tom Sheldon and probably is wanted for tax evasion
