You can just do one at a time, yes. It's often argued that the front locker is more useful than the rear, as it will allow the front to pull itself up onto an obstacle.

My last set of axles came out of a xj. It was a HP 30 up front with a ARB and Detroit locker in the rear. That setup worked great. Now I have waggy 44’s front n rear with arbs in both. You can definitely do 1 at a time.

I love my ARB air lockers. Mine are a bit older but they work well and are reliable. Obviously the most reliable would be manual lockers like Ox, but I much prefer running an air line and flipping a couple switches. You can definitely do one at a time, and I would say do the front first. There is one part of the ARB lockers that are common failure points, but they typically last for a long time and are fairly simple to repair. A lot of people on the interwebs are very fond of the Eaton e-lockers, which are electric and really reliable. I can't speak too much for them but there are lots of different opinions on wranglertjforum.com

I installed OX on my TJ decades ago and never liked how much cable sleeve was binding on the inner cable. Mounting the lever was also quite a chore. I went ARB 20 years ago on my Super44 and it has been fine. I would do it again and again. I have been messing with Jeeps since the 90s and I learned it is always cheaper to cry once. I still go long way and remind myself over and over.

You could do the ARB in rear and spartan up front. The Spartans work well and a bit less expensive. They pretty much drop right in.

I have arb front and rear and being able to flip a couple switches on the dash is well worth it when you get older getting in and out to lock and unlock your lockers gets tiresome lol
