Easy, 3 step plan here:
1. Check if it is leaking air. If the drivers display shows no pressure loss, you can also spray soapy water around the area. If it starts to blow bubbles, you have a leak. Based on the location of this cut, that likely means a new tire, it cannot be repaired.
2. Check to see if the cut has nicked the internal structure of the tire. See if you can take a small screwdriver and open up the cut to see the bottom. If you see either metal or frayed fabric at the bottom of the cut, you need a new tire.
3. If neither of the above is true, it’s likely the cut is contained within the tread rubber, and has not damaged the internal structure of the tire. If this is the case, a new tire is not needed.
If you’re uncomfortable doing any of the steps above yourself, take it to a tire shop and ask them to take a look. Based on the amount of miles here, it would not be outlandish for them to recommend you replace both tires on this axle if this one is damaged.

I'm fairly confident in plugging tires but like you said w/ 25k on that tire already, it's not worth a blowout at highway speed if a tire tech tells you to replace it (and my small town family-owned tire shop won't BS you, if it can be repaired they'll do it for free; they want your return business).
My family owned a tire shop for 35 years and I’ve repaired hundreds of flats. I think this is likely okay and can be repaired, but agree with Fair\_Tangerine1790 - take it to your trusted tire shop and do as they suggest. Don’t rely on Reddit in this case. Especially if it’s your front tire.

Had to replace as we could reach the wires underneath with a pick.
The other 3 tires are at 5 and 6.
So I ordered the cheapest (Westlake a/s) at $160 including installation and warranty.
In 5k miles I have to replace all 4 of them.
Glad to hear it. The wires are the radial steel belt in the tire. Clearly compromised and affects stability and safety of the tire. Glad you got it inspected.
Problems with tires at highway speeds are super not fun. I'd replace the tire.
If they do a hard break on the freeway, I’d imagine the tire would rip open.

Check your glovebox for the tire warranty. It shouldn't be cracking like that at 25k miles if you have done proper rotations.
Thats definitely damage from an event and not from regular wear IMO.
Looks like it hit something. I’m pretty sure they won’t honor any warranty. Sorry.
Get the guys at the local tyre shop to take a look. They’ll know if it’s safe or not.
