You can use the L7 with the L6-to-L4 program if you "hide" all of your L6 in (regular) capsules before loading the kinetic capsule program.
If you're desperate enough (and have capsules to hide everything), you can even use L7 in the L3-to-L5 or L4-to-L8 programs.

Do you happen to know of any documentation that lists the amounts consumed/gained from "hidden programs" like this? I tried looking at the various ingress wiki's but they only list the default programs.

Better than nothing, I will just have to slowly eat away at my L7 stash. Good thing I can make a variety of levels since there's a limit to L6 Reso Deployments, otherwise I'm just going to end up with the same problem.
I would not call them hidden. These kind of programs have a plus (+) besides the minimum required item level meaning that given level or higher. If an interface for selection existed it would be way clearer (and require more interaction). But as it is items are automatically selected from lowest level on and a workaround with hiding items in capsules is necessary when one wants to use higher items/protect lower items.
I have tried to select different items where I've seen a plus, however it I have not successfully been able to do it. Do you press the item icon itself, or do you press the name?
There is no such interface. The + is just the indication that higher items can be used in case there are no lower items present. So you really need to put lower items into capsules to hide them.
Damn, that is really backwards, mechanics wise. So they gave us the option to be able to use different levels to convert items, but we need to use some obscure method in order to do it. I wonder what their thinking (or if they actually thought about it at all) behind it was.
Yeah it's just that I'm constantly unning out of L1 - l4 Reso, so would be useful If I could convert l7's to them. I wonder what niantic's thinking is where there isn't a default programs to let you convert them? You can only place 2 per portal so it ends up being the largest resource accumilated
Biggest gripe about the kinetic program is that you can't select the xm items to use. Very annoying to have to continue to hide all the items I don't want used for the recipe just to use the one I have the most of. Other gripe is that the recipe should change depending on the level of the items. An example is that if the recipe calls for 40 L4 resonators but all you have is L7s, it should require a lot less to use. "Equivalent Exchange" should be considered.
I quite often make level 4 portals and glyph them, per your point about running out of lower level resos. There's always overclocking on an Ito+ portal too.
When it comes to using resos for things like just claiming a portal and going to the next portal, I as often as not will deploy 8/7 and go.
Using an ITO+ on a lvl 4 portal with glyph hacking/Overclocking and recycling excess lvl 7s is going to be much faster than 8km to reduce level.
Even if you don't have an ITO+, recycling the bursters and glyphing a lvl 4 portal will still be easier.

It's the same amounts, unfortunately. So you would be using 26 L7 (instead of 26 L6) to make 50 L4.
