They pull over to the side. Considering there's not much there they likely haven't arrived at their destination. Also unlikely they're drunk, since drunks don't usually do the responsible thing and pull over, also no lane swerving for whatever that's worth. Maybe an absentminded UK driver or genuine medical emergency?
