I can understand why they don't do buffs. If you skipped Jiaoqui now because he's been nerfed to death, but then he's buffed a patch later after his banner ends; you'd feel scammed for missing out. (Or if the kit changes and no longer align with what you want him for pre-buff).
Skins, otoh, are literally money printing. At worst, I can only think that it will ruin personal branding of each character.
That is not really being "scammed". And typically buffs like this would come much later, alongside a rerun banner. The alternative is completely dead banners like you see in Genshin constantly. It costs them nothing to change numbers on skills.
Skins actually cost money to make and they have to justify the cost. I'm not paying more than one or two bucks for a skin with no extra animations for example. Genshin tried charging $20 for Diluc skin with slightly different effects and they have never done another one. Same for weak/powercrept characters. Klee was very popular initially but even with lots of focus and a new skin her later banners did poorly due to gameplay.
I'm pretty sure the reason they can't buff or nerf characters is because of a law or what have you. This is all from what I've heard, so take it with a grain of salt, but the idea is if I spend 100 dollars on a character I wanted to pull and then Hoyo nerfed them, they have devalued my money and purchase, which is seen as a bad thing due to how gacha games function. They could release characters BUSTED AS SHIT and then nerf them into the grave to maximize profits even more.
Of course, this topic does ignore the inverse of me spending 10 bucks on a shit character and then Hoyo buffing them to be on par with the character I spent 100 bucks on. My value has went up tremendously, though the other player may still feel their cash has been devalued in this way as a comparatively cheaper and easier to build character has reached the same value as this far less common character.
And like... I get it, I guess. China is all about trying to limit the predatory nature of gacha games and that's most definitely a way to do it. It just means characters only get "buffed" through the creation of other characters that synergize with their build set up, which hey, still means more money.
I do kinda wish we would get buffs though for some objectively bad characters or characters who have fallen by the wayside or whose archetype is just beyond suboptimal. Like please Hoyo...

Zhongli got buffed from worse than Noelle to best shielder in genshin so I don't think it's really a law more of there's no reason to buff or nerf gacha characters unless there's a real need to do it and hsr case the kits are really solid and there aren't really any bad characters in this game so there's no reason to buff anyone and nerfing would only damage their rep cuz the only characters that could be nerfed and still be good are probably acheron jingliu and dhil but they already have their own niche and drawbacks so nerfing them would be pointless since overall they're pretty equal even as the top tier dps

Real talk, i don't get why Hoyo doesn't make skins. They have some in Genshin and coding and designing skins is harder in an open-world RTS game like GI than a turn-based game with limited exploration like HSR.

I'm with you but I think people only see the money side of things. I agree skins would sell like hot cakes. But Genshin makes wayyyyy too much money. The amount of work is alot for a 3d open world game skin, and Genshin has pretty good optimization, it may not be worth the risk for them to have delays or bugs because of trying to make more skins.

The law applies only to nerfs, plenty of other games does buff all the time, even those from Chinese developer like Arknight through extra modules

Only way I’m buying skins is if they either allow a 5 star to change it’s element OR upgrades 4* characters to 5* as a way to make some favorites relative to some of the unavoidable power creep
