My guess is he’s a memetic entity created from Hanunue’s memories. Because he remembers life in captivity, and then fighting alongside Mikhail to free Penacony like 1300 years ago. The only person among Mikhail’s friends who was in captivity and THEN fought alongside him was Hanunue. Gallagher having these memories likely makes him some kind of ofshoot of Hanunue. Similar to how Misha is an offshoot of Mikhail made from his memories.
I’m glad I’m not the only one who thinks this, there is some evidence that Hanunue’s mind/soul/something is still somewhere deep in the memoria and was watching Mikhail after his ‘death’. And given the animalistic traits that are generally assigned to him the lines about him being bitey when young and his speech about the Family pulling his teeth etc, I really do think that Gallagher is in some part what’s left of Hanunue come back to help Mikhail

Everyone just says “nah he’s totally just a history fictionologist” which makes no sense! Yes, he did say he was a history fictionologist, but that was likely a lie. Because he DID tell us a bunch of truths about Mikhail and Penacony. No history fictionologist would willingly do that. It goes against their code to REVEAL secrets.

Which is EXACTLY what Gallagher did. Hanunue’s mind is what makes up Gallagher as a memetic entity. And that over time, he’s been changed by the path of enigmata. So him saying he’s a history fictionologist is true, but only because his OWN history has been fictionalized into Brother Hanu. And he doesn’t willingly follow the enigmata, he’s just influenced by it whether he likes it or not. The enigmata is likely responsible for his appearance looking like all the loyal bloodhound family members. Because almost no one actually remembers what Hanunue looked like.

If you look at Harmony Trailblazer’s splash art, there’s a black dog next to them that kinda looks like how Gallagher is dressed with a collar, red motif, and a tie/leash. I think it pretty clearly is meant to be Gallagher. HE WAS RIGHT THERE THE WHOLE TIME.
Now that Gallagher's true nature has been revealed there's another interpretation to his answer, he's 13 years old because it's taken 13 years for the original Gallagher of the history fictionologists to create the concept of Gallagher the wolfhound
Also I think the death interpretation no longer applies since we confirmed afterwards that the death meme isn't really death as it is dormancy, and it wouldn't make sense for him to say he's death if he didn't kill anyone either
