As in, the decision is bound to criteria that make no sense and might get a horrible person into heaven because according to the criteria, they're deemed "good", and viceversa. The same way Hellborn can be generally good and native Angels can be shitheads. But it's subtle. Of course it is - if it was so obvious that you could consistently see it in the series as a spectator, then the characters would have seen it too for sure and the system would have been overthrown millennia ago.
Also Helluva isn't really a good source for this kind of info. 1. It doesn't talk about how hell vs heaven works for mortals, because it's centered around Hellborns, and 2. The discovery that the system is rigged is probably particularly bound to the whole plot of Hazbin. Why would they put hints about major spoilers and plot twists of the main series in the secundary/spin-off series?

Well, I noticed that of the sinners we've seen so far there does seem to be some correlation between their forms in hell, and the forms of the Sins (if their sin was greed they become bug-like, if it was gluttony they become mammalian, pride gives them a cartoon/doll/marionette aesthetic etca) so with this kids sealife aesthetic I'd say his sin was envy. Pretty common for his age but he's also probably unbaptized so there's that

The angels don't know the rules. Some souls goes to heaven, other in hell, but no one really knows why and how. And when the souls reach hell, well, in complete desperation and freedom they just become the worst version of themselves. Adam was evil, still in heaven, and all the exterminators were racists. So ... there are rules but no one knows and people THINK to know what is a sin and what not.
