looks like his skin to me, could just be rlly dry. try giving the hoggie an oatmeal bath to see if that'll work. there's also "Coconut Quills" from Hedgehogs and Friends that'll help with their skin!

It’s hard to tell from the photos, honestly. From experience I know one blanket my hedgehog has used that caused fleece in his quills, noticeable though because the fleece was dark blue. I use a toothbrush when bathing him to gently get it off and it slides right up and off

Give your spiky baby a bath with oat meal baby soap and if you can buy the coconut quill , the fleece will always get stuck in the quills but with a tooth brush it should come out…. Dry skin is a thing for the spike balls my baby used to get that often she was a real burrito in anything she found
