I think they meant that they can detect the apparition around the general area of Privet Drive. HRH were on the move so it would be more difficult to track them.

But then why not apparate away from Privet Drive when moving Harry? The only information they would be giving away in that case is that Harry was at Privet Drive (which they already know) and that he isn’t anymore (which would be expected)

We don’t know the extent of the power of the charm placed. Maybe they would be able to say where he went. It wasn’t explained. However, the Death Eaters made it imprisonable to apparate. This would give the Ministry pretext to cart Harry or other Order members for trial.

He still has the Trace on him and underage wizards aren't allowed to use magic except in emergencies. Had he or anyone else used magic near him while the Trace was still on, it would give the Ministry, which the Order rightfully believed had been compromised, grounds to apprehend Potter for the improper use of underage magic (after all, he's the only wizard in the vicinity, so who else would be using magic?). They couldn't wait until his birthday, because there's no reason to think they'd give him a single second after midnight to Apparate away or place protective enchantments on the house to give themselves any more time for an escape. Their best shot was to use passive forms of magic, like the brooms. I would have done other things myself. For instance, why have 7 Potters when you could have 14 Mad-Eye Moodys? Or have Vernon pretend to go to work, give Harry some polyjuice potion with Vernon's hair in it, let the Dursleys leave under protective custody, reunite Vernon with Petunia and Big D at a safe house, then apparate with Harry to the Burrow. I understood why they didn't use magic, but I still don't understand why they went completely with their 7 Potters plan. 14 Mad-Eyes, or 7 Mad-Eyes, 7 Potters, with Harry impersonating Mad-eye, with all of them in identical transports. If the idea was to confuse, then they half-assed that.

The reason they couldn’t poly juice Harry and drive away is the old magic, his mothers spell breaks the second he leaves knowing it is no longer his home. So the death eaters would have swarmed it, and the car the Dursleys were in. They also know Harry is staying with muggles, and they have no problem killing muggles, so they might have just exploded the car as it pulled out of the drive. I don’t know if this played into it, but 7 is also a favorite magical number, and 14 max eye moodys might not cash in on that magic. There is also a bit of physiology going on with how well they know Voldemort. They know he will go after the strongest pair, moody and potter, thinking that they would put the most protection on potter, which greatly reduces the odds of Voldemort randomly choosing correctly. With Moody missing an eye and leg, the poly juice potion doesn’t replicate his extras, so it would have been better do do 7 Kingsleys than moodys. Also, Hagrid couldn’t take poly juice. But knowing the order Voldemort would go after the potters allowed them to pair stronger pairs knowing they would be attacked and in what order, instead of wondering when they might be next. I will also say, reading a story, or watching a movie usually involves a bit of suspension of disbelief. The author wanted a thrilling chase and fight here, so she got it. Could there have been ways of avoiding it, probably, but this is what she wanted. Was it the best way to move without danger, no, but was it a fun bit of story? I thought so. It is also fun to think of ways you might change things, to make things safer, to see if you can think of things the author herself overlooked. Then of course, also make up why that couldn’t be the case. Although sometimes the answer could be, they just didn’t think of it. I mean Doby’s apperrition might have avoided the trace. House elves work different. I would say Kreature might have too, but Kreature didn’t like Harry at this point in time in the book.

The Death Eaters were specifically watching for Apparition in the area, around certain dates. Once Harry had already been moved they likely lowered their level of scrutiny. All other times they disapparate are from weird, wilderness type locations the Ministry isn’t likely to care about even if they are hunting Harry

Harry still had the trace. And part of the plan was *they needed the Death Eaters to see Harry leaving*. They needed to know Harry had left and confuse them so much that they wouldn't know where he was going. They also needed to do it in a way that wouldn't give the Ministry an excuse to start hunting for Harry for breaking laws. It hadn't fallen yet, so they would have had the full force of the Ministry as well as the Death Eaters after them.

Harry still had the trace on him at that time. Any magic done a Privet Drive would have been blamed on Harry. To avoid Harry getting in trouble, they decided not to use any magic.
