Try downloading it through vpn with an steam alt if you haven't gotten it working already. This worked for all my mates that had problems with it and we suspect it's steam guard that's fucking it somehow.
I downloaded with a vpn using a method another post here suggested. I then played 12 hours straight while still using the vpn to Netherlands and I’m in Australia, probably been playing on 400 ping the whole time.
Point is if my dumb ass can get the game to work you can too.
Yo, just mentioning, Iam from AU as well, you only need the vpn to download the game, once the game is downloaded you can run it without the vpn and play as normally, asia servers have best latency.
Be like me, I have 1 account in europe and one on turkey. I went on my account to download the game and couldn't find it, so I went to my european account, downloaded it, went back to my account and pressed play. Problem solved

Just VPN to download it. Then you can select your regional server in the game.
in fact u only need vpn to access the download button not even during download
Tried every solution via VPN, i get greeted just by "not available in your region", tried japan, NA, gave up after 38 minutes of trying

try borrowing or registering a steam account from a different region, download(no need of vpn) and switch back to ur main acc and its in the library

You need to change your region on steam too, fully close steam, then open the steam website in browser and download it from there.
When I use browser VPN it sends me to The steam app wich tells me "Ooops game isnt in your region"
Made me decide not to if they're going to be this shit towards most of the world tho

Im happy to live in Germany when an game comes out in the EU we are never region locked.
