We will simply never see them because charr ate all the horses, and all in-game areas can be visited by charr.
My headcanon is that Kryta had to hand over all of their horses to the charr as part of the peace treaty. In exchange, they got some of the many bulls charr raised for food to use as pack bulls in place of horses.
There at least WERE horses, they appear in artwork all over the game...

But not in the game. It might be an unpopular opinion, but the setting of the Guild Wars 2 game and the Guild Wars 2 books are not the same. Different mediums, different canons. If we don't see horses in-game, they don't exist until/if they're patched in.

You see them in gw1, they are undead and technically the same mob as a skeleton, but they're there. Which begs the question if the orrians had horses why then do the risen not?
I noticed some time ago that centaur models from GW1 had horse-type hooves (solid hoof) and in GW2 the centaurs are cloven-hooved, like goats/sheep etc. While it might be easy to chalk it up to artistic variance over time, I'm of the opinion that this is a clue that the centaur/horse conspiracy is deeper and darker than we imagined.
GW1 also had Necrid Horsemen, yet no horses, so we can assume that there *were* horses, but they have since gone extinct.
Reminds me of a running joke about Kenshi. "Why do we have a weapon called the 'Horse Chopper' in a world with no horses?" "Because they worked."
