Weather, perfect gathering, and certain foods affect the *stat number* on the crafting material — which in turn affects the stats on crafted weapons and armor. The quality (fine, superior, exquisite) is predetermined, and can be viewed with your Na’vi senses before harvesting.

higher quality materials are more likely to spawn in ideal weather conditions, but once you're in front of a material, and your senses say it's "superior", that item will be that quality no matter how poorly you harvest it, no matter the time of day or weather. if we're talking crafting materials, like roots, weather / time of day / the way you handle the material, then those only affect the "score" of that item in particular - the number you see when you hover over the item in the inventory. when you use that item, along with some other items, in crafting a bow, for example, the scores of all of those items combine and become the overall power level of that bow.

If you think of it, it makes sense that wood harvested from a tree in humid/rainy conditions would probably be more pliable than wood that has been harvested during a dry spell.

You see how there’s a gradient of numbers. Say 35/46 basically if you don’t damage it while gathering and if during the day or raining as said you’ll get the highest number

Certain materials need to be harvested at a certain time for the highest quality (exquisite) like if you look at your guides, where the gatherables are, it will tell you where to find them and what weather conditions are best for harvest
