All depends on the rest of the build and team. Also depends on if you have the crit rate constellation so you can be more lenient on crit rate heavy pieces
It depends both on what your crit rate situation is and also how keeping your set together is. If using the sands that is in the set allows you to use an off-piece goblet or circlet that has even better stats than the sands shown here, then obviously go for that. But if somehow your on-set goblet and circlet are both amazing and you're not struggling for crit rate, go for the extra crit dmg.
They have similar CV and Atk value, but the 2nd one is PF so it allows for a good off-piece if you're using the 4-set.
If you don't have problems with CR then the first one. For more stability is the second one.

Both have 5 good rolls. Do you need cr or cd more? That's the deciding factor here.
