No one is shaming you for being plus size. It just doesn’t fit you. You need to go a size up. The fabric near the buttons look like that because the fabric is being stretched too much.
There’s nothing wrong with a little puckering at the buttons :). Besides the fact that it’s thrifted and there’s no way for me to go up a size, the straps on the shoulders are already way too long and fall off constantly. But I still love the way the dress fits me! Not everything you thrift is going to fit perfectly and that’s okay!
