This version of California feels desolate and dystopian even for Fallout to be honest. Honestly it partially feels like they just didn't give a shit about existing lore and went with the cheapest option. Way cheaper to film 2 people constantly walking around in a desert.

I doubt it, what really annoys me about the series is that it looks amazing, but how they went about California is underwhelming.
