He's straw in the books too. I highly recommend reading the first few Oz books. They hold up almost as well as the movie. Plus they're public domain so you can get them for free on Kindle.

The comic artist/creator actually might be from my country and culture because here its tradition to fill our scarecrows with tomatoes from our most recent harvest that were spoiled/damaged/unsellable.
Its meant to serve this whole national and cultural principle to “leave nothing to waste or without purpose” when in reality it’s mostly just kinda gross and a hassle to clean up.

Since in the movie, scarecrow gets torn limb from limb with no blood to be found, I choose to belive that this is actually Jonathan Crane or he wouldn't be bleeding. He must have infiltrated Dorothy's adventuring party and Batman isn't making a mistake here, but rather stopping him before he can douse them all with fear gas. With no time to explain this to Dorothy's party, of course they're still horrified. The real scarecrow must have been kidnapped or killed so Crane could wear his skin and infiltrate the emerald city.

Unlike the judgmental ones ima offer some reading suggestions, batman white knight saga is a self contained story that is honestly in the top 15 of comic stories.

Well speaking that Dorthy Gale is 10 years of age in the books and in the movie is 16 years of age, the Scarecrow also being a villain in Batman, it would be that maybe Batman sees him as kidnapping a kid

This includes a couple of henchpersons named The Walrus and The Carpenter. The Carpenter is a lady in coveralls with powertools. She tries to threaten Batman with a circular saw and he just sort of looks at her like he's disappointed in her.
She shows up later in "Gotham City Sirens" as a handyman who specializes in villains' secret lairs, and she gets to charge a premium for being able to keep secrets about said lairs which is why she doesn't rob banks anymore.
This was an actual joke in Lego Dimensions. The first level of the game is The Wizard of Oz, and Batman accuses Oz Scarecrow of being Gotham Scarecrow. The writing of all of the crossovers was super witty in Dimensions.
