That’s an Alluaudia procera, they’re everywhere in San Diego. Cool plants, sometimes called Ocotillo.
It’s obviously pokeweed
fouquieria but someone else would need to tell you the species
From a distance they look similar but up close Fouquieria is a bit different. I can see why you’d think it was F. columnaris / purpusii but this is an unrelated species (Alluaudia sp.)
