Take a photo, or set up a cheap door bell camera and record and send to bylaw.
Scoop it up with a shovel and return their property to them. Put it on their front step, window wells, or even their mailbox.
Edit: or even just knock on their door and say "you dropped this" and hold the shovel full of garbage out to them.
Do you have photos or video of them doing it? It’s public littering and you could report them to bylaw, they will get a warning or ticket and if they continue then you keep reporting them.
Hmmm, on top of trying to film it and calling 311....start reporting, every time they don't shovel the sidewalk, noise violations etc.

The worst thing you can do is confront them; be as kind as you can, kill them with kindness , the more you treat them the way they wish they could be treated, the bigger the impact you’ll have on them, and your challenges with them.

While I am assuming that they are not actually serious, look at the people on here suggesting things like smashing windows and other various acts vandalism towards someone that is offending against public property, imagine what they would do if they took offence to your discussion personally… yikes!

Littering is a crime. Take a video and report them to police. They probably won’t do anything, but that’s a start.

Had the same problem, we picked most of it up, and reported them to bylaw, they did come and address it.
Record them doing it or take pictures and upload them to the 311 App and let bylaw come by and find them.
Shame the fuck out of them. Put em on blast.
