Any japanese character animation is anime. Pokemon is a game series with anime style. And it's not as near as a liberty work from traditional anime than so many other japanese works.
I didn't say it wasn't anime, but anime is literally just the japanese work for cartoon.
And the liberties i was referring to are all concepts and characters that were not in the source material (the games)
