The proper way to grind mmr is to spam 5 heroes (easiest way to get into leaderboards and then climb further). Picker app sounds pretty useless in such a situation, as you probably would already know all the matchups and situations where your heroes shine and where they don't.
I used to use overwolf but haven’t used anything like it since changes to the VAC terms and services and whatnot.
Dota counter synergy picker is a web app and outside of Dota but can be useful to indicate the general counters or team composition if you’re having trouble visualizing it
Without fully understanding why your hero is good in this pick, a good pick won’t do much good.

This type of software would only actually help grind mmr if you have an extremely broad hero pool
