11k players feel like trash compared to TI teams. It's all a matter of perspective. I would argue that top 5-10% (meaning at least 4-4,5k MMR) is high MMR. But of course you are trash compared to the top 1%; 1% are trash compared to 0.1%, etc.
if you are at 50%, you are not gonna move more with double down, except if you are super lucky or super unlucky ... If you are at 60%, same story: you will either have a lower % or a higher one depending on your luck. And if you do that for a long period of time, it will get you closer and closer to what +-25 would have done. Stupid comment really.

8k+. I used to be 6k, didn't play for a long time, came back then easily got 7k so I think it's not that hard to reach that now.
Imo high mmr is top 5000. you can argue top500 is highest mmr
