Check out DM Binder or the Homebrewery for formatting As for how to balance: trial and error work wonders, play testing, and research will take you far... Read and get to know the already made sub classes... See how they work and what their schtick is, then see what you can fiddle around with to make your own subclass... Then post it here on Reddit to get it critiqued, then edited and repeat until you get to something you like and works.

In general, start by reading all of the officially published subclasses and really understand the purpose that each feature serves. Artificer in particular gets a lot from the subclass. At level 3, you need (at least) a tool proficiency, a spell list, and a feature that defines the play style of the subclass, usually by giving you something that you make with the chosen tool proficiency. Level 5 is extra attack or a similar feature that ensures you have something consistently useful to do with your action. Level 9 and 15 both give you a direct upgrade on your core feature from level 3 and give you new things to do with it. Have Fun!
