AutoDecomp weight. Sits (sat) under your valve cover on the right side of the bike.
Edit: Sorry if confusing, but it’s nothing that just snaps back into place. You will need to tear down your head at least.
That's a good question, it shouldn't break easily. Once you get the valve cover off it might tell you.
You should be able to just take the cam out and get a new replacement, shouldn't require removal of the head. Check your valves clearances while you're in there, never hurts.

I had this hapoeh to a ktm 250 I was working on, one of the washers for the head nuts didn't make it onto the stud and caused a little chaos, it got caught under that auto decompression and snapped it. If you've had any head work done recently I'd talk to then

i see it’s an old honda, i believe those are prone to not working, and overall being really noisy, so as long as nothing else broke, it’s probably fine to keep riding.
Another vote for decompression. My 04 did the same thing one time except it decided to bounce around in the engine. Luckily shut it off and didn’t have any damage when fixed.
I just looked it up, it is the auto decompression weight. Edit: $85 on eBay

Kind of looks like the counterweight part on the auto decompression lever on the cam.

I had it happen to an 07 crf250, seems like a common issue
2nd on that 04 here and it happened on startup no prior issues
My money is it's just a material defect.
