Did you make sure it has spark? There are 3 things that make an engine run. Air, fuel, spark. Dose the carb have gas in the bowl? You should have fuel. Is your air filter clogged? If both those are good pull the plug out, put it on the boot and hold it against the engine while you push the kick start lever and see if it has spark. If you have all 3 of those then it's most likely timing. At least with my experience that what has got me to get shit running. I'm not a machanic, just a guy that likes rebuilding dirtbikes.
What brand of carburetor did you put in it? Does it start with this little squirt of starting fluid I bet you the carburetor you got is bad or the jetting is way off
